How will the tumultuous transition from Donald Trump to Joe Biden affect the new administration? Experts from the White House Transition Project and Rice University's Baker Institute for Public Policy will discuss the topic during a free webinar Friday.
"From Trump to Biden: The Presidential Transition Process" is hosted by Rice's Glasscock School of Continuing Studies and co-sponsored by the Baker Institute's Presidential Elections Program, which analyzes elections in a nonpartisan and comprehensive manner as a service to citizens, journalists and political leaders.
Friday’s webinar is part of the OpenRICE series, which is open to the public. The discussion will focus on:
- How does legislation developed during past transition crises protect us today?
- How well prepared was Biden for the transfer of power and how has it gone so far?
- Will the chaos and discord — and Trump’s second impeachment trial — impact the Biden administration’s ability to govern effectively in the throes of a pandemic, economic uncertainty and demands for social justice?

Who: Mark Jones, co-director of the Baker Institute Presidential Elections Program, and Martha Kumar, director of the White House Transition Project, a nonprofit and nonpartisan organization of presidential scholars that prepares information for incoming White House staff in an effort to promote a smooth, peaceful transfer of power.

Jones is the Joseph D. Jamail Chair in Latin American Studies and a professor in the Department of Political Science at Rice as well as a fellow in political science at the Baker Institute. He also serves as the faculty director of Rice’s Master of Global Affairs program and leads the Baker Institute's Argentina Program.
Kumar is Professor Emerita at Towson University. She has studied eight presidencies and has written several books, including "Before the Oath: How George W. Bush and Barack Obama Managed a Transfer of Power."
